Sherrod France – Director, President & CEO

Sherrod France, a third generation banker and Rawlins native, is President and CEO of Bank of Commerce. He was one of the three organizers of the bank which was acquired on July 2, 1984. France graduated from Rawlins High School in 1965 and graduated from the University of Wyoming with a Bachelor of Science degree in Business Administration. Following his graduation from the university he was a corporate pilot for George B. Storer until he began his full time banking career with the Jackson State Bank in February 1972. He returned to Rawlins to be Vice President, Cashier and Trust Officer of the Rawlins National Bank in October 1976. He graduated from the University of Colorado Graduate School of Banking in 1978. In the spring of 1978 he became President of the Rawlins National Bank and served in that position until April 1984 when he left to become an organizer of Bank of Commerce. He has been the only President that Bank of Commerce has had. France has served on several committees of the American Bankers Association including several years on the Government Relations Committee and one year on the executive committee of the GRC. He has also served on the Community Bankers Board, membership committee and the Bank Pac committees of ABA. France is a two time past director of the Wyoming Bankers Association and served as its President in 1999-2000 and continues to be active on the government relations committee of the state association. France has also been active with the University of Wyoming, serving several years on the Alumni Association Board of Directors, and is Past President of that group. He has served on the Alumni Association Life Membership Investment Committee for a number of years, including as Chairman. He has served on the College of Business Advisory Council since 1985 and was chairman of that council from 1996 to 2002. He received the Distinguished Service Award from the College of Business in 1996. He was a charter member and past president of the Carbon County Economic Development Corporation, is a member of BPOE Elks and is a past Exalted Ruler. He is also a member and past president of the Rawlins Rotary Club. France is a member of the First United Methodist Church, having served as Chairman of the Finance Committee and a Trustee for the church. He enjoys hunting, fishing, boating, golf and UW athletics in addition to being with his family.

William R. Chandler - Director

William R. Chandler - Director

Mr. Chandler is a native of Rawlins and started his banking career in Wyoming at the First National Bank of Rawlins in 1973. During his 30 plus years of banking, he held various positions in operations, lending and administration with First Wyoming Bancorporation, Key Bank of Wyoming and Community First National Bank while working and living in Cheyenne, Worland and Lander. He returned to Rawlins in 1991 and retired as the President of Community First National Bank, Rawlins and Saratoga. Mr. Chandler is currently serving as Vice President of Rawlins Bankshares, Inc., which is the parent company of Bank of Commerce. Mr. Chandler graduated from The Graduate School of Banking at the University of Wisconsin in Madison.

Dr. James D. Engstrom - Director

Dr. James D. Engstrom - Director

James is a native of Rawlins, Wyoming. He went to undergraduate school at the University of Wyoming majoring in Biology. After three years at Laramie, James went on to earn his Doctorate of Dental Surgery at the University of Nebraska Medical Center in Lincoln, Nebraska. Dr. Engstrom opened his private practice in 1996 and has offices in Rawlins and Saratoga, Wyoming. James enjoys living in and serving the people of Carbon County.

Dr. Archie P. Kirsch - Director

Dr. Archie P. Kirsch - Director

Dr. Kirsch graduated with a Bachelor of Arts Degree from St. Vincent College, Latrobe, PA in 1962 and a Doctor of Medicine Degree from Saint Louis University in 1966. Following two years serving in the USAF, Dr. Kirsch entered private practice in family medicine and remained president and owner of Carbon County Clinic until his retirement in 2006. Dr. Kirsch served as president of the Wyoming Academy of Family Practice and the Wyoming Medical Association. In 1984, Dr. Kirsch and John France purchased what is now known as the Bank of Commerce. He has served as a director since that time.

Mary Penland - Director

Mary Penland - Director

Mary Penland is a lifelong resident of Rawlins. She received her Associate of Arts degree from Cottey College in 1977, then worked for 10 years at Westland Federal Savings & Loan in various positions, from Teller to Associate Treasurer.

Mary and her husband, Jim, have owned Rasmusson Furniture since 1993. The business, which was founded in 1881, provides the community with furniture and home appliances. Jim & Mary are proud of the fact that they service what they sell.

Mary is a member of the St. Joseph’s Parish Council, currently president of Chapter A, P.E.O. Sisterhood and is a former member of the Carbon County Library Foundation.

Colleen Stratton - Director

Colleen Stratton - Director

A Rawlins native, Colleen has always been interested in local issues. Along with her husband Don, son J, and daughter Jamie they own and operate Sandstone Ranches. On their large range operation they raise Angus cattle and background yearling feeder cattle. Besides agriculture she has a background in retail business. She is a partner in Horseshoe LLC which buys and sells stocker cattle, solar water well equipment and other agricultural supplies. She is a past 4-H leader and currently serves as Secretary of the Carbon County Stock Growers Association. She is an active member of Chapter A, P.E.O. Sisterhood.

Barney Conway – Senior Vice President

Barney Conway – Senior Vice President

Barney is the Senior Lender at Bank of Commerce. He brought his family to Rawlins and began his banking career in 1976. He earned a Bachelor of Science Degree in Business Administration with a concentration in Finance from Weber State University, and graduated from the University of Colorado Graduate School of Banking. Barney has been serving the customers of the Bank of Commerce since 1990.

Ruby Ogden – Senior Vice President

Ruby Ogden – Senior Vice President

Ruby is the Senior Vice President in charge of bank operations, the IT Information Security Officer and Human Resources Officer for Bank of Commerce. She graduated from Rawlins High School, attended the University of Wyoming, and graduated from the University of Colorado Graduate School of Banking. She has been in banking since 1978 and has worked in every area of the bank. Ruby worked for Wyoming Bank of Rawlins and served as the Operations Officer until the bank was purchased by Rawlins Bankshares, Inc. in 1984. At that time the name was changed to Bank of Commerce, Ruby was retained and promoted to Vice President. Ruby has served in her current position as Senior Vice President since 2000.

Copper France was raised in Rawlins. A fourth generation banker in Rawlins, Copper graduated from Rawlins High School in 1992 and went on to attend the University of Wyoming, where he received his Bachelor’s degree in Architectural Engineering with an emphasis in Structural Design in 1997. After graduation, Copper worked for a structural engineering consulting firm in Denver, Colorado, for three years. In October of 2000, Copper and his wife, Tara, moved back to Rawlins, and Copper began his career in banking. After moving to Rawlins, Copper’s family has expanded with two little girls, Katelyn and Karsyn. Copper is an active member of the community, and has served on numerous boards and organizations including the Rawlins Carbon County Chamber of Commerce, Rawlins Economic Restructuring Committee, Rochelle Ranch Golf Course Advisory Board, member and past President of Rawlins Rotary Club, member and Past Exalted Ruler of the Rawlins Elks Lodge, and is a member of the First United Methodist Church. Copper graduated from the Graduate School of Banking at the University of Colorado in 2004, and attended the Graduate School of Bank Investments and Financial Management at the University of South Carolina in 2008.

Leo Chapman – Vice President

Leo Chapman – Vice President

Leo Chapman has been a bank loan officer for 30 years, all of which were in Carbon County. He has an agricultural background, having been an active manager for a mid-sized family ranch prior to his lending career. He has extensive experience in consumer, agriculture, and commercial lending. Leo graduated from Rawlins High School, and attended Casper College. He attended the University of Colorado Graduate School of Banking and the Northwest Agricultural Credit School at Washington State University in Pullman, Washington.

Leo has also attended several consumer compliance and installment lending courses at the University of Oklahoma in Norman, Oklahoma. He holds a license in Life insurance and Accident and Health insurance from the State of Wyoming. He has been a Vice President with the Bank of Commerce since 1993.

Regina Rentfro – Vice President

Regina Rentfro – Vice President

Regina is VP of Operations and Compliance with over 20 years banking experience. Regina joined Bank of Commerce in 1989 and had previous employment under Wyoming Bank of Rawlins. Regina is a graduate of Rawlins High School. Besides a few years here and there living in Colorado and Texas, Regina has maintained her residence in Carbon County.

Shelly Rosacker – Assistant Vice President

Shelly Rosacker – Assistant Vice President

Shelly is the Assistant Vice President in charge of tellers and cash operations. She also handles merchant accounts and payroll for the bank. Shelly is originally from Ft. Morgan, Colorado, and has been in Rawlins since 1978. She began her banking career in 1976 and has worked in various areas of the bank including bookkeeping and proof. Shelly worked for Wyoming Bank of Rawlins until the bank was purchased by Rawlins Bankshares, Inc. in 1984. The bank name was changed to Bank of Commerce and Shelly was promoted to Assistant Cashier. Shelly is currently the Assistant Vice President and has served in that position since 2007.

Stephanie Arnold – Loan Officer

Stephanie Arnold – Loan Officer

A Rawlins native, Stephanie Arnold grew up on the family ranch. She graduated from Rawlins High School in 2000. Stephanie went on to attended the University of Wyoming where she earned a Bachelor of Science in Agricultural Business with a minor in Finance in 2003 and a Master of Science in Agricultural and Applied Economics in 2005. She started her banking career with American National Bank where she was part of the Management Trainee Program working in Laramie, Cheyenne and Worland before deciding to return to Rawlins. She has been with Bank of Commerce since 2006. Stephanie has been an active member of the Rawlins Carbon County Chamber of Commerce.

Jean Herbert – Loan Officer

Jean Herbert – Loan Officer

Jean Herbert is a Loan Officer at Bank of Commerce. She came to the bank in 2005 bringing more than 20 years of consumer and mortgage lending experience. She is an active member of Rawlins Rotary Club, a founding member of the Platte River Rodeo and served as Walk America Chairman for three years.
